Library Building Manager
Required Qualifications (as evidenced by an attached
resume):
Bachelor’s degree (foreign equivalent or higher). In lieu of a Bachelor’s
degree, four (4) years of full-time professional facility management experience
may be considered. Three (3) years of full-time professional facility
management experience. Apprenticeship training completed (related field). Four
(4) years hands-on Facilities or Mechanical or Electrical or HVAC or similar.
Supervisory experience. Experience with Google Suite, Microsoft Office Suite,
including creating Excel spreadsheets. Must be able to lift up to 30 lb.
Excellent communication skills.
Preferred Qualifications:
Advanced degree (foreign equivalent or higher). Certified or licensed in
building trades, building safety systems, building operations, and/or
facilities management. Prior experience at a University or similar facility.
Brief Description of Duties:
The Library Building Manager’s primary charge is supervising
the operation of the busiest building on campus, the Frank Melville, Jr.
Memorial Library Building, and its grounds. The Melville Library houses
multiple types of spaces that support and promote the academic and research
mission of the university and the Libraries. This includes, but is not limited
to, library stacks, library public spaces, student classrooms, lecture halls,
auditoriums, study rooms, student lounges, cafeterias, faculty offices, staff
offices, meeting rooms, faculty lounges, kitchenettes, public spaces, public
and private bathrooms, etc. The responsibilities of the Library Building
Manager include the monitoring of day-to-day operation of the instructional and
research facilities and working closely with all library building tenants, to
maintain an awareness of activities, events, and operations. Responsibilities
and professional obligation expectations are outlined as follows.
The Library Building Manager should have a firm grasp of all University
policies, and related regulatory and code compliance requirements including
library-specific standards (e.g., humidity levels), and be able to coordinate
closely with the University’s Environmental Health & Safety Department,
Custodial, Maintenance, Campus Planning, Design and Construction, University
Police, and all other relevant university support departments. The incumbent is
expected to have a high level of communication skills for sharing information
and updating appropriate parties in a timely manner. For additional

Duties:
- The Library Building Manager is responsible for monitoring physical maintenance, rehabilitations, new construction such as innovation labs and compact shelving, and correction of specific problems in the facility. In addition, the incumbent is required to ensure implementation and adherence to existing policies and procedures, as well as, make recommendations for new policies and procedures where warranted. This task also includes responsibility for reporting all defects, deficiencies, failures, and malfunctions in utility services and building mechanical systems.
- Conduct daily inspections and submit work orders and reports citing conditions that require corrective action. Coordinate and/or implement measures to safeguard equipment and experiments during construction and maintenance activities, and during emergencies. Identify ineffective and inefficient processes and recommend changes that increase productivity. Act as the first line of contact for all maintenance, custodial, weather, and other emergency issues for the building. Troubleshoot all building issues related to areas such as, but not limited to, plumbing, electrical, HVAC, carpentry, painting, custodial, health, and safety. Position may require hands-on action to resolve issues.
- Prepare daily logs and reports on facility usage, event operations, and incidents. Work closely with the Library Administration to manage the facility’s opening and closing as needed, including during holidays and staff absences. Maintain an accurate inventory of furniture, fixtures, and equipment and participate in the renewal cycle. Collaborate with the Library Administration and campus Facilities Operations to support budget management activities, requisitions for supplies, vendor quotes, and procurement according to state guidelines.
- The Library Building Manager is responsible for assisting with the implementation of safety and security programs, activities and requirements for police, fire, safety and emergency operations, including: With University Police and Emergency Management, assist with the implementation of the Safety Warden Program including recruitment of volunteers, training, exercise drills, and maintenance of safety warden equipment (radios, vests, etc.). Coordinate with UPD for non-routine events within the facility requiring the opening of doors of non-registrar spaces. Notify UPD of events that may require additional support due to size, parking concerns, or other similar issues. Coordinate with the Office of Access Control to repair locks, building alarms, cameras, and access doors. Ensure compliance with requirements in the Emergency Management Plan. Report all fires and other emergencies and/or hazardous conditions to UPD. Report potential safety hazards in buildings and assist building occupants with relocation deemed necessary by EH&S. Assist building occupants in response to campus emergencies (fires, power outages, floods, etc.) Participate in regulatory compliance inspections as required. Assist with the scheduling of fire drills and safety inspections. Notify building occupants about service interruptions (HVAC, lighting, water, electric, gas, etc.) that could affect laboratory operations and/or the use of safety equipment such as fume hoods, safety showers, eye washes or other departmental operations. Timely communication is essential.
- The Library Building Manager is responsible for furnishings, equipment, supplies, and utility services required for effective instructional and research programs. The incumbent is responsible for the technical support of programs and advising researchers as to the capability of building systems and equipment. (Examples are: fume hoods, electrical supply capabilities, lab gas, lab steam, distilled water, water pressures, etc.). Collaborate on the design and installation of scientific instrumentation and computer systems. Ensure that any new equipment or installations will not interfere with the building’s maintenance or custodial operations. Work with the various building departments and Facilities and Services to coordinate deliveries of furnishings, equipment, material, and supplies, to ensure proper deployment and set-up within the building.
- The Library Building Manager will coordinate and monitor the overall performance of both in-house and externally contracted maintenance and mail services. They will work with Central Services to promote the recycling program and ensure it is properly administered within the building.
- The Library Building Manager will act as a liaison to the Campus Planning, Design & Construction and Campus Facilities and Services on behalf of the facilities’ departments for: space modification and alteration necessary to support changes in research/teaching programs and recommendations for facility improvements.
- Coordinate with departments and researchers so that all rooms are maintained without interrupting the integrity of research programs.
- Other duties or projects as assigned as appropriate to rank and departmental mission.

Special Notes:
This is a full-time appointment. FLSA Exempt position, not eligible for
the overtime provisions of the FLSA. Minimum salary threshold must be met to
maintain FLSA exemption.
In addition to the employee’s base salary, this position is eligible for $4000
UUP annual location pay, paid biweekly.

in an emergency.
